PDG Jose Francisco "Jess" Q. Cifra
Past district governor Jess Cifra joined the Rotary Club of Loyola Heights, Quezon City, RI District 3780 in 2001. After serving as club president in 2003, he held various major district positions until he served as district governor in 2011. After his year of service as district governor until the present, PDG Jess continued to serve the district in various positions, currently, district Rotary foundation coordinator for three years from 2015 to 2018, chairman of the international service committee also for three years from 2017 to 2020, and chairman of the Rotary Leadership Institute also for three years from 2015 to 2018. PDG Jess is a Paul Harris Fellow, Major Donor and a member of the Paul Harris Society of RI district 3780.
He has been president and vice-chairman of the Rotary Village Corps Foundation Inc., the umbrella organization of more than 1,800 Rotary Community Corps (RCCs) in the Philippines since 2012 until the present. He serves as Treasurer of Help & Assistance for Rotary Philippine Districts, Inc. (HARPDI), a non-profit, non-stock corporation established soon after typhoon Haiyan (Yolanda) struck southern Philippines in November 2013 to rebuild school buildings that were heavily damaged by said typhoon. PDG Jess served as the vice chairman of the Philippine College of Rotary Governors (PCRG) in 2013.
He has served as organizer, speaker and facilitator in various district training seminars and other Rotary events around the country. In the international level, he served as panel discussant in the Manila Presidential Celebration and a rapporteur in a number of Zone Institutes around Asia. In 2017, Jess was a trainer in the Governors-Nominee Training Seminar (GNTS) held immediately prior to the 2017 Taipei Institute. He also served as aide to visiting and home-based Rotary dignitaries, such as, past RI president Gary C. K. Huang and past RI directors Rafael Hechanova and Guiller Tumangan. In 2015, Jess was appointed RI president's representative (RIPR) to the district conference of RI district 9700, NSW, Australia. He is also Vice Chair of The One Philippines, a humanitarian award-giving body organized and run by RI D3450.
Jess anchors a weekly TV program and a radio program, both titled Rotary in Action which feature Rotary events, activities and projects in all ten Rotary districts in the Philippines.
Outside Rotary, he is Sector Representative to the Couples for Christ Migrants Program that promotes the welfare and well-being of overseas Filipino workers and their families.
Jess, a Filipino citizen, took up Bachelor of Arts, major in Economics; Bachelor of Science in Business Administration; and Masters of Business Administration at De La Salle University, Manila. He recently retired from full-time employment at China Banking Corporation where he was Vice President. He is married, with three children and two grandchildren.
