Carmen was born in Tegucigalpa, Honduras and attended the American School in Tegucigalpa, Honduras. She studied at Purdue University, Indiana, where she obtained a degree in Medical Technology. She is the supervisor of a medical laboratory in Tegucigalpa. Carmen joined the Rotary Club of Nueva Tegucigalpa in 1994 and was club President in 1996 - 97. This was the first club in Honduras to admit women. She then became a charter member of the Rotary Club of Tegucigalpa Real de Minas and was President in 2006 - 2007. She has held multiple district positions and is a multiple Paul Harris Fellow. She was the first woman to serve as District Governor, in District 4250 and was featured in the Rotary Video Magazine “Women in Rotary", which celebrated the 20th anniversary of women in Rotary.
